Our Team

Diana Hess, Executive Director. Diana’s involvement with South Bend neighborhoods stretches back to 1994 when she first joined the board of the Neighborhood Resources Connection (then known as Neighborhood Resources & Technical Services Corporation), representing the  IU South Bend Center for Applied Community Research.  In 2009, when NRC opted to become a private non-profit, she was selected to serve as its first executive director, leaving behind a 20 year career in Continuing Education at IU South Bend.

Scott Palmer, Director of Programs and Marketing. Scott is excited to be developing and delivering reimagined NRC programs as its first Program and Marketing Director. He brings multiple talents to the new position including experience in adult education, communications, and law. After relocating from his native Texas in 2011, Scott quickly became passionate about South Bend while serving as a multimedia journalist for WNDU, and later managed the University of Notre Dame’s Human Resources Communications program. His activities in the community have included co-presenting the ‘urban chicken’ ordinance before the South Bend Common Council and repurposing vacant South Bend lots into community Christmas tree farms.

Board of Directors

Neighborhood representatives along with City, Council, and Institutional volunteers serve as our Board of Directors. For information about serving South Bend neighborhoods as a member of our Board, contact Executive Director Diana Hess (above) or Board President Ron Silverman at
